   Solution

   A single role and permission model carries both worlds: the public presence and the closed committee area run from the same TYPO3. Each person sees only what they are allowed to see. Circulars, committee documents and the archive back to 2012 sit in the portal, available to exactly the roles they concern. A bespoke icon and illustration world makes labour law and collective agreements visually accessible.
